Rafał Gawin
President of the Energy Regulatory Office (URE) from 2019 to 2025 He holds a Doctorate in Technical Sciences, specializing in Power Engineering and
Energy Management. He has been with the Energy Regulatory Office (URE) since 2004.
He has served as a member of working groups of the European Regulators’ Group for Electricity and Gas (ERGEG) and the Agency for the Cooperation of Energy Regulators (ACER); as a member of the Committee for Cross-Border Electricity Exchange (European Commission); and as an expert for the European Commission TAIEX programs (training for EU neighboring and candidate countries), the Florence School of Regulation, and twinning projects. He has represented URE numerous times in international forums.
In 2013, he served as a national expert for ACER in Ljubljana, participating in the preparation of the Agency’s report assessing national energy markets. He was also responsible for cooperation with national energy regulatory authorities.
From March 2021 to August 2025, he held the position of Vice-Chairman of the ACER Board of Regulators, an advisory and consultative body to the Agency’s Director.
He has extensive experience in oversight of energy companies, including financial reporting, auditing, investment, and development.
He is the author of numerous publications and studies on the energy sector and a co-author of a commentary on the Energy Law Act.
Luiz Hanania

Luiz Hanania is an expert in financial analysis, strategic planning and leadership, with experience in complex transformation projects. He has been with the Veolia Group since 2001. Initially, he developed his career in Brazil and France. He has been
working in Poland since March 2006 – initially as CFO and as a member of the Boards of Directors and Supervisory Boards of the regional companies of the Veolia Group. Since 2014, he has been the CFO of the Veolia Group in Poland and, since 2018, also in the Central and Eastern Europe region. At the beginning of 2021, he also became responsible for the area of operational efficiency, digital transformation and innovation in the Veolia Group at regional level.

prof. dr hab. inż. Zbigniew Hanzelka
Professor at the Department of Power Electronics and Automation of Energy Conversion Systems at the AGH University of Science and Technology in Kraków. He
is the author and co-author of numerous scientific and technical articles as well as books. His research interests include power quality, particularly the integration of renewable energy sources with the power system, and topics related to smart grids technology platforms.
He has carried out numerous research projects and industrial studies. He is a member of scientific committees for international and national conferences, as well as international and national technical organizations. He also serves on the Committee of Electrical Engineering and the Committee on Energy Issues of the Polish Academy of Sciences.
Anna Kornecka
Attorney-at-law, expert, and former Deputy Minister at the Ministry of Development, Labour and Technology, responsible for construction, spatial planning and
development, housing, and distributed energy. Author of books and publications. For many years, she ran her own law firm, advising entrepreneurs and local governments.
She prepared the act liberalizing the regulations on the siting of onshore wind farms as well as the reform of spatial planning and development. She was also responsible for implementing the digitalization of the construction process. A strong advocate of civic energy and the development of renewable energy sources in Poland.
Expert in sustainable development. Academic lecturer at the Cracow University of Economics, the University of Economics in Katowice, and the University of Wrocław. Awarded the Honorary Badge of Merit for Environmental Protection and Climate by the Minister.
dr Karolina Lipińska
Innovation Architect, Dr. Karolina Lipińska currently serves as Vice President of Energa-Operator S.A., responsible for distribution services, innovation, and human resources, with a focus on efficient investment implementation while keeping customer needs at the forefront.
She is a local government official with over 20 years of experience, responsible for promoting entrepreneurship, innovation, and energy development in the Pomeranian
region. Since 2020, she has coordinated the activities of the Pomeranian Offshore Wind Development Platform, which brings together over 140 signatories, mostly
entrepreneurs. The main goal of the Platform is to increase the participation of Polish companies in offshore supply chains and to raise awareness of the benefits of the green energy transition.
She is the initiator and leader of Poland’s first Educational Career Fair for the Offshore Wind Sector, EDU OFFSHORE WIND, which consolidates the offshore renewable energy industry and highlights emerging areas such as hydrogen technologies and cybersecurity. The fair, held in March 2024, was attended by over 8,000 high school and university students.
Dr. Lipińska has served as rapporteur on the board of the Baltic Sea States Subregional Cooperation (BSSSC), responsible for presenting the current situation in the international market with a focus on offshore energy. Her work in international structures allowed her to gain insight into interregional cooperation mechanisms and recognize the importance of networking in creating international projects and
initiatives.
She coordinated the implementation of Poland’s first regional cluster development policy in the Pomeranian region. The models of support and best practices
introduced were later adopted nationally as National Key Clusters. She is a member of the cluster policy team at the Ministry of Labour, Development and Technology and the Expert Group on Smart Specialization Strategy appointed by the European
Commission DG REGIO.
For over a decade, she coordinated work related to the Regional Innovation Strategy, focusing on eco-efficient technologies and renewable energy. Observing regional
phenomena and processes, she emphasizes the importance of entrepreneurial culture, mindset, motivation, and creativity, which she has studied academically in her doctoral research on the impact of informal institutions on R&D financing in enterprises.
She publishes and delivers lectures at the Gdańsk University of Technology and the University of Gdańsk on offshore wind energy, project management, and innovation processes, in English.
Krzysztof Łabowski
Krzysztof Łabowski has been serving as Vice President of the Management Board of Bank Ochrony Środowiska S.A. since 11 April 2024.
He has a wealth of experience in corporate banking and providing financial services to small and medium-sized enterprises. His career began and developed over several years at Bank Handlowy w Warszawie S.A., where, among other roles, he was responsible for the SME client
segment. At Bank Millennium, he worked as Director of the Corporate Banking Department, overseeing corporate client relationships in western Poland. He also held the role of Director of Products and Payment Services at PayU S.A. Most recently, he served as President of the
Management Board at Ezzon Energia sp. z o.o., a brokerage firm specialising in electricity trading.
Mr. Łabowski earned his degree from the Faculty of Economics at the Poznań University of Economics. He is also a graduate of doctoral studies and has served as a lecturer at the Chair of Monetary Theory and Policy at the same institution. His professional interests include new
technologies, digitalisation, renewable energy sources, electricity markets, and the green transition of enterprises.
Renata Mroczek
She is a graduate of Law from the Faculty of Law at the University of Łódź, where she also completed postgraduate studies in European Funds. She additionally completed postgraduate studies in Management at the Poznań University of Economics and Business. She holds the credentials of an Integrated Management Systems Representative, specializing in quality, environmental, and occupational health and safety management.
An expert in broadly understood energy law and administrative proceedings, including administrative liability for breaches of statutory obligations and license conditions.
Since April 2017, she has served as Director of the Central-Western Regional Branch of the Energy Regulatory Office (ERO), based in Łódź — the largest regional unit, covering the Mazowieckie and Łódzkie provinces. In this role, she dealt with numerous issues in the areas of heating and electricity (including energy storage and renewables), natural gas, and liquid fuels.
As Deputy Chair of the District Heating Team, she actively participated in the development of a number of solutions supporting investments and the transformation of the heating sector, including work on a new regulatory model.
In October 2024, following an open competition, she was appointed Vice President of the Energy Regulatory Office (ERO).
On August 11, 2025, she was appointed President of the Energy Regulatory Office by the Prime Minister of Poland, Donald Tusk, following an open and competitive recruitment process.
Earlier in her career, after a brief experience in banking, she spent over a decade working in the healthcare sector, most recently as Deputy Director of a multi-
specialist hospital — one of the largest in the Łódzkie region — where she gained extensive competencies in managing people and complex organizational structures, multimillion projects, and processes.
Maciej Mróz
Doctor degree of Technical Sciences. Graduated from the AGH University of Science and Technology in Kraków, Faculty of Electrical Engineering, specializing in Power Engineering. He also completed Master of Business Administration (MBA) studies at the Cracow University of Economics. His doctoral studies were completed at AGH University of Science and Technology, Faculty of Electrical Engineering, Automation, Computer Science, and Electronics.
He has 19 years of experience in the energy sector, responsible for asset management, distribution investments, and the development and implementation of renewable energy projects. He has managerial experience in areas such as network operations, network development and investment, innovation and new technologies, and relations with local government units. He has also managed departments including renewable energy project development, finance and controlling, corporate management, and procurement.
Since 2023, he has been serving as Vice President of the Management Board for the Operator at TAURN Dystrybucja. Between 2021 and 2023, he was Vice President of TAURON Zielona Energia sp. z o.o. Previously, at TAURON Dystrybucja, he held
positions as Director of the Investment and Network Development Department and Director of Asset Management in the company’s branches in Kraków and Tarnów. He started his career in the energy sector in 2004 at ENION S.A. as an engineer in the Network Development and Maintenance Department.
Since June 17, 2024, he has served as President of the Polish Society for Electricity Transmission and Distribution.
Agnieszka Okońska

Manager with over 30 years of experience in the energy industry. Since January 2025, she has been vice-president of the management board at Polskie Sieci
Elektroenergetyczne and supervises the operation and management of network assets, health and safety, work environment management systems and ESG.
She was a member of the management board of Stoen Operator (E.ON Group) in-between 2018-2024, where she was responsible, among others, for: for network
asset management, measurement data and meters, digitization, IT projects and cybersecurity. In 2013-17, she was the Director of the Finance and Regulation
Department at Energa-Operator. Previously, from 2010, she was the General Director of the Gdańsk branch of Energa. In the years 1997-2010, she was a member of the management board of the company operating the energy network at Zakład Energetyczny Płock.
She graduated in economics from the Nicolaus Copernicus University in Toruń, and also accounting and finance postgraduate studies at the Warsaw School of Economics, MBA studies at the University of Finance and Administration in Warsaw, and the Florence School of Regulations.
She is a member of the Energy is a Woman Program Council by the World Energy Council and the Program Council of the Polish Climate Congress. Winner of the
Energia Change award in the Dise Energia Women plebiscite. She is a mentor of Vital Voces and the Women Business Leaders Foundation.
Maciej Srebro
Graduated from the Faculty of Law and Administration at the Adam Mickiewicz University in Poznań; after graduation he worked as an assistant in the Department
of Roman Law and the History of Judicial Law.
In 1991 he became a deputy to the Parliament. After 1993 he ran his own auditing and tax consulting firm; in 1998 he was appointed to the board of the Industrial
Development Agency S.A., where he was in charge of foreign projects and the area of special production.
In 1999-2000 he served as Minister of Telecommunications, where, among other things, he initiated the liberalization of the telecommunications market.
He graduated from the Advanced Management Program at IESE Business School in Barcelona; from 2010 to 2021 he was vice president of the IESE Alumni Association. As CEO, he has managed both private companies (including those listed on the Warsaw Stock Exchange) and those with a State Treasury shareholding; he has also been active in financial and strategic consulting.
Since May 2024 he has worked at the Polish Investment and Trade Agency, where he is currently director of the Export Support Department.
In 2022 he was the initiator and founder of the Olympic Association "We Win", which conducts activities promoting physical activity and sports.
He received the state designation “Meritorious for Culture.” He lives in Warsaw, is married and has four sons.
Marek Szymankiewicz
A Master degree of Science in Electrical Engineering from the Faculty of Electrical Engineering at the Poznań University of Technology, specializing in electrotechnics.
Additionally, he completed a Management Program at the Greater Poland School of Business and postgraduate studies in Electricity Trading Management at the University of Commerce and Services in Poznań.
President of the Board Enea Operator Ltd. Since 1993, he has been associated with the energy sector in Poznań. He began his professional career as a Network Operations Programming Engineer, later taking on managerial and executive roles.
From 2001 to 2002, he served as Management Board Member for Commercial Affairs at Energetyka Poznańska S.A., and between 2003 and 2006, he was
President of the Management Board of EnergoPartner Sp. z o.o., one of the first companies engaged in wholesale electricity trading.
For five years, he headed the Trading Department at Enea S.A., followed by the Planning and Development Department at Enea Operator. In 2013, he was appointed Vice President of the Management Board for Network Infrastructure, a position he held until December 2021. In 2022, he took on the role of Operations Director at Polskie Sieci Elektroenergetyczne (PSE).
